Statement of Non-discrimination

In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, gender identity (including gender expression), sexual orientation, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs).

Remedies and complaint filing deadlines vary by program or incident.

Persons with disabilities who require alternative means of communication for program information (e.g., Braille, large print, audiotape , American Sign Language, etc.) should contact the responsible Agency or USDA's TARGET Center at (202)720-2600 (voice and TTY) or contact USDA through the Federal Relay Service at (800)877-8339.  Additionally, program information may be made available in languages other than English.

To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at http://www.ascr.usda.gov/complaint_ filing_cust.html and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form.  To request a copy of the complaint form, call (866) 632-9992.  Submit your completed form or letter to USDA by:

Complaint Procedure

If any member of Heartland Power Cooperative is in need of assistance concerning the electric rate, billing process, quality of service, employees, etc., please call Heartland Power Cooperative at either office (St. Ansgar - 800-349-2832 or Thompson -888-584-9732) anytime between 7:30 a.m. and 4:00 p.m., Monday through Friday; or write the Cooperative at: P.O. Box 65, Thompson, IA 50478 or P.O. Box 70, St. Ansgar, IA 50472.

If your complaint is related to the Heartland Power Cooperative service rather than its rates, and the cooperative does not resolve your complaint, you may request assistance from the Utilities Division, Department of Commerce, Lucas State Office Building, Des Moines, IA 50319; telephone (515) 281-5979.

Browser Magnification

There are two methods of controlling the magnification of your browser window while viewing our content.

Control Key + Plus key (Windows) 
Command Key + Plus Key (Mac)

By holding the control key and clicking the plus key, you will increase the magnification of our content on your browser. Holding the control key and clicking the minus key will allow you to decrease the magnification of our content on your browser.

In some browsers, including Firefox, Chrome and Safari, clicking the control key with the “0” key will return the screen to its default magnification.

Control Key + Mouse Wheel (Windows)
Command Key + Mouse Wheel (Mac)

By holding down the control key and scrolling your mouse wheel, you can adjust the magnification of our content on your browser.

Scrolling up enlarges the magnification. Scrolling down decreases the magnification.

 

 

Browser Text-to-Speech Tools

There are several free browser tools available for those who require text-to-speech assistance.

JAWS: Freedom Science offers several downloadable tools for low vision and blindness. More information can be found at their website.

NVDA: NonVisual Desktop Access (NVDA) is a free and open source screen reader for the Microsoft Windows operating system. Additional information can be found at their website.

vozMe: This browser utility lets you add a speech synthesis (either male voice or female voice) bookmark to your browser, and can be found at their website.

SpeakComputers: This is a free text to speech software for Windows based systems. Additional information can be found on their website.
